Well I don’t believe Halévy’s quote contradicts emergent order given the way he used the word organization. In a case of emergent order such as a swimming school of fish, I believe he would reply that order, or organization, is witnessed by anyone who watches them swim but there is no single fish directing the others and telling them which direction to swim.
So yes, there can be institutions and organization within a free society. But in economics terms of a centrally planned economy, “organization” cannot coexist with freedom.
